Eric Estes is General Counsel of Xcaliber International, Ltd., L.L.C. (“Xcaliber”), an Oklahoma-based tobacco product manufacturer. In this capacity, he oversees compliance with various state and federal agencies, including the Offices of the Attorney General. Eric is also responsible for lobbying efforts and governmental relations for the company, as well as litigation oversight.
Prior to joining Xcaliber, Eric spent 15 years with the Office of the Arkansas Attorney, including 10 years as the Senior Assistant Attorney General in charge of the Office’s Tobacco Litigation and Enforcement Division. In this capacity, he served as the staff contact for Attorney General Dustin McDaniel during his tenure as Co-Chair of the NAAG Tobacco Committee. He further assisted in the settlement of the “diligent enforcement” arbitration, a dispute under the tobacco Master Settlement Agreement that could have, without settlement, negatively impacted billions of dollars in state revenue. During his time at the Office of the Arkansas Attorney General, Eric also practiced in the Attorney General’s consumer, environmental, and utility divisions and assisted with various legislative efforts.
